Internet Banking with India Post

India Post started Internet Banking in selected locations in continuation of migration to the CBS FINACLE, Core Banking Solution from Infosys.  In Tamil Nadu Circle Greams Road Post Office of Chennai City Central Division has been rolled out for CBS on 16.12.2013 for the first time and all other identified offices in pilot Circles will be migrated in coming days. 1. What is Internet banking?
 
     Internet banking is the easy and most convenient way to transact- anytime, anyplace, at your convenience. Department of Posts offers Internet Banking services to the customers as a part of Core-banking solution.


2. I don't have a computer. Can I use DoP internet banking services?


     You can access DoP internet banking portal from any computer that has internet connectivity. Please make sure that the computer is Malware free. Avoid using internet banking portal at Cyber CafĂ©.
 
3. What are the procedures to access DoP internet banking?
 
     First of all you need to have an account at a Post office. You also need to register for the Internet banking service with the Post office. The PO branch will collect your application request for DoP internet banking and will be processed in 10 working days. You may need to visit your Post office for collecting your login credentials. During the first login, you need to go through a simple initialization process.
 
4. I do not have an account with Post office. What should I do?
 
     You are welcome to open it now. It is very easy to open an account in Post office. Please visit any nearest Post office which is migrated into CBS network and open the account. Avail our facilities once you open an account.
 
5. I want to register for Internet Banking. What do I do?
 
     Visit the Post office where you have opened the account. Our officials will guide you with the formalities.
 
6. Why are the user name and password so cryptic?

     The user name and password are system generated. We have no control over this process. During your first visit to DoP Internet Banking Portal, you must mandatorily change your user name and password.
 
7. Can I change the user name and password that were assigned to me?

     Yes. It is mandatory for you to change the system generated user name and password when you first logon to DoP Internet Banking Portal. Later at any point of time, you can change your password but not the user name. If needed, user name can be changed but only once.
 
8. Can I change my password?

     Passwords can be changed any time and any number of times. In fact we recommend that your password should be changed periodically to secure access to your account information.
 
9. What are the good practices for creating a password?
 
           - You are requested to select a word that is not available in an English Dictionary.
            - Do not assign your name, your family or vehicle number as your password as it can be easily guessed.
            - Change your password frequently.
            - Please commit your password to memory. Do not write it down or paste it somewhere.
            - Do not divulge your password to anybody even if they claim to be from Post office

10. What happens if I forget my logon password?

     Click on the 'Forgot password' link in the site and provide the requested information. A new password will be sent to your registered email address.
 
11. What happens if I forget my Internet banking username?
 
     If you forget the Internet banking user name, contact your Post office branch and re-register yourself.
 
12. I am unable to login with the user name and password assigned to me. What should I do?
 
     The user name and password are cryptic in nature because they are system generated and are case sensitive. When you are typing the user name and password for the first time, ensure that you type the characters as they appear in the document sent to you. If you still encounter problems, log a complaint in the "Complaints" link in the login page or contact your Post office branch immediately.
 
13. I want to know more about Post office and its services.

Terms and Conditions
1. Definitions: 

         In these Terms of Service (Terms & Conditions), unless the context indicates otherwise, the following words and phrases shall have the meanings indicated against them:
  
           ♦    The Department of Posts comes under the Ministry of Communications and Information Technology. The Postal Service Board, the apex management body of the Department, comprises the Chairman and six Members. The six members of the Board hold portfolios of Personnel, Operations, Technology, Postal Life Insurance, Human Resources Development, Planning  respectively. The Joint Secretary and Financial Advisor to the Department is a permanent invitee to the Board. The Board is assisted by a senior staff officer of the Directorate as Secretary to the Board. Deputy Directors General, Directors and Assistant Directors General provide the necessary functional support for the Board at the Headquarters.
           ♦    DoP refers to Department of Posts.
           ♦    The Site means   https://ebanking.indiapost.gov.in/
           ♦    Internet Banking Services are one of the services offered by Department of Posts which provide access to account information, products and other services (including Transaction of financial and non-financial in nature) as advised by the Department from time to time to the customers through the internet banking website.
           ♦    User refers to a customer of Department of Posts who is authorized to use Internet Banking Services.
           ♦    Confidential Information refers to the information obtained by the customer through the Department of Posts for availing various services through e-Banking.
           ♦    Personal Information refers to the information about the User obtained by the Department of Posts in connection with the Internet Banking Service.
           ♦    Account refers to the User's Savings and/or RD and/or or any other type of account so designated by the Department of Posts to be eligible account(s) for the operations through the use of Internet Banking.
           ♦    In the event of new accounts opened by the User under the same CIF in future, then the Terms of Service (Terms & Conditions) shall automatically apply to such further use of the Internet Banking by the User.
           ♦    In case of accounts opened for and on behalf of minors, the Internet Banking facility shall not be made available to the minor. The natural guardian of the minor shall be permitted to use Internet banking with only 'Limited Transaction' rights. The natural guardian shall undertake to give all instructions relating to the operation of the account and further undertake not to reveal the User ID and Password to the minor, which if done so, will be at the risk and consequences of the guardian and Department of Posts shall not be liable for any loss on that account in case the account is operated by the minor. In such an event the transaction will be deemed to have been undertaken by the guardian.
           ♦    Third party product refers to any product and/or service of third party which is offered by or through the intermediary of Department of Posts.
           ♦    Customer refers to Customer named in the Application Form and shall, where the context requires, include any authorized representative of the Customer.
           ♦    Internet Banking Services refers to a service offered by Department of Posts through which a registered Customer may conduct enquiries or perform transactions on the Internet banking website   https://ebanking.indiapost.gov.in/
           ♦    SMS Password refers to one time 8 digit pass code that would be sent to a customer's mobile number registered on the record of Department of Posts.
           ♦    Instruction means any request or instruction that is received from the customer by the Department of Posts through Internet Banking services. 

  
2. Applicability of Terms & Conditions: 

          These Terms mentioned herein form the contract between the User using the Internet Banking services and Department of Posts. By applying for Internet Banking Services and accessing the service, the User acknowledges and accepts these Terms of Service (Terms & Conditions). Any conditions relating to the accounts of customer other than these Terms will continue to apply except that in the event of any conflict between these Terms and the account conditions, these Terms will continue to prevail. The agreement shall remain valid until it is replaced by another agreement or terminated by either party or account is closed, whichever is earlier.
 
3. Application of Internet Banking Services:

          Department of Posts may offer Internet Banking services to selected customers at its discretion and has the right to accept or reject such application as may be submitted by the users. The Customer acknowledges that he/she possesses knowledge of the Internet usage and will have legal access to the Internet. Customers willing to utilize the e-Banking services may approach the Post Office, where their account is maintained or willing to open their account, in person for registering themselves. Department of Posts will advise from time to time regarding the Internet software such as Browsers, which are required for using Internet Banking services. There will be no obligation on the part of the DoP to support all the versions of this Internet software.
 
4. Internet Banking:

          The information provided to the user through the Internet Banking is not updated continuously but at regular intervals. Consequently, any information supplied to the user through Internet Banking will pertain to the date and time when it was last updated and not as the date and time when it is supplied to the user. Department of Posts shall not be liable for any loss that the user may suffer by relying on or acting on such information. Department of Posts may keep its records of the transactions in any form it wishes. In the event of any dispute, the DoP records shall be binding as the conclusive evidence of the transactions carried out through Internet Banking in the absence of clear proof that the DoP's records are erroneous or incomplete. Any request for any service, which is offered as a part of Internet Banking, shall be binding on the user as and when the DoP receives such a request. If any request for a service is such that it cannot be given effect to unless it is followed up by requisite documentation on part of the user, the Department of Posts shall not be required to act on the request until it receives such documentation from the user. The USER understands that the DoP shall be bound by any circulars and directives issued by the Ministry of Finance/Reserve Bank of India with regard to the maintenance and operation of deposit accounts from time to time. The USER acknowledges and undertakes to be equally bound to comply therewith. The USER also hereby absolves and holds blameless the Department of Posts from any claim or damages in respect of any delay on the part of the DoP in carrying out any instructions given by the USER over the internet, where such delay is on account of technological failure, or other reasons beyond the control of the Department of Posts. In cases of technological failure, DoP shall endeavour to keep the downtime to the minimum.

5. Un-authorized Access:
          The user shall take all necessary precautions to prevent unauthorized and illegal use of Internet Banking and unauthorized access to the Accounts provided by Department of Posts e-Banking services. DoP shall take all commercially reasonable care to, ensure the security of and to prevent unauthorised access to the Internet Banking using commercially reasonable technology available in India to the Department of Posts. The USER shall also be responsible for maintenance of the secrecy of the personal details of the ACCOUNTS at all times. If the USER fails to keep secret such personal details of the ACCOUNT, then, the Department of Posts shall stand absolved of all obligations under this AGREEMENT. The user shall ensure that e-Banking service offered by DoP or any related service is not used for any purpose which is illegal, improper or which is not authorised under these Terms. If any USER has any reason to believe that there is any unauthorized access of his or her ACCOUNT, the USER shall immediately intimate the DoP at the Post Office branch. The USER understands and recognizes that in matters of unauthorized access, time is of the essence, for speedy detection and prevention. Therefore, any failure on the part of the USER to speedily notify DoP, shall absolve the DoP of any further responsibility with respect to such unauthorized access.

6. Internet Banking access and Passwords:

          The user would be allotted an Internet Banking user-id and user password & transaction password by Department of Posts in the first instance. The user will be required to change the password assigned on accessing Internet Banking for the first time. As a safety measure, the user shall change the password as frequently thereafter. In addition to user-id and password DoP may, the user may setup PAM (Personal Access Message) during the first time login. This message will be displayed during the user password entry screen to show the authenticity of the Internet banking site.

7. Joint Accounts:

          The user desirous of using the POSB account should be either the account holder Or sole signatory or authorized to act independently in case of a joint account. For such joint account, one user-ID and password will be issued to each of the joint account holders when requested. The other joint account holders shall expressly agree with the arrangement and give their consent on the application form for use of the account. In case of joint accounts operated by more than one user, Department of Posts shall act on the instruction received first and any subsequent instruction shall be neglected. All correspondence will be addressed to the first named person only. All transactions arising from the use of the Internet Banking services in the joint account shall be binding on all the joint account holders, jointly and severally.


8. Service Charges:

          Department of Posts reserves the right to charge and recover from the user service charges for providing the e-Banking services. Services charges may be changed periodically by the department. The user hereby authorizes Department of Posts to recover the service charges by debiting one of the Savings accounts of the user or by sending a bill to the user who will be liable to make the payment within the specified period. Failure to do so shall result in recovery of the service charges by department in a manner as the DoP may deem fit along with such interest, if any, and/or suspension of the facility of e-Banking services without any liability to the department.

9. Minimum Balance maintenance and Charges:

          The USER shall maintain, at all times such minimum balance in account(s) as the Department of Posts may stipulate from time to time. DoP may, at its discretion, levy penal charges for non-maintenance of the minimum balance. In addition to the minimum balance stipulation, DoP may levy service charges for use of Internet Banking, which will be advised to the USER at the time of opening the account. Any further change in the fees shall be notified on the DoP Web site. The USER authorises DoP to recover all charges related to Internet Banking as determined by DOp from time to time by debiting one of the USER's accounts. However at present there are no charges levied. DoP may withdraw the Internet banking facility, if at any time the amount of deposit falls short of the required minimum as aforesaid and/or if the service charges remain unpaid, without giving any further notice to the USER and/or without incurring any liability or responsibility whatsoever by reason of such withdrawal. DoP shall not be obligated to intimate the withdrawal of such facility over the internet.


10. Transfer of Funds through DoP Internet Banking:

          The User accepts that he will be responsible for keying in the correct account number for the fund transfer request. In no case, DoP will be held liable for any erroneous transactions incurred arising out of or relating to the customer entering wrong account numbers. The User shall not attempt to transfer funds without sufficient funds in the related Account. In case of insufficient funds, DoP is not responsible for non-execution /non-payment/breakage of Time deposit accounts of the Accounts linked to the subject Account or of any consequences thereof. DoP shall not be liable for any omission to make all or any of the payments or for late payments due to circumstances beyond its reasonable control. If the funds transfer is made available to the User, it may be used for transfer of funds from the subject Account to other accounts belonging to third parties maintained at DoP and/or at any other Bank which falls under the network of the Reserve Bank of India's Electronic Funds Transfer System. However RTGS/NEFT and other bank payments are not available with DoP Internet banking as of now and it will be established in the near future.

11. Personal Information disclosure:
 
          The USER agrees that the Department of Posts or its vendors may hold and process his PERSONAL INFORMATION on system or otherwise in connection with Internet Banking services as well as for statistical analysis and credit scoring. The USER also agrees that DoP may disclose, in strict confidence, to other institutions, such "PERSONAL INFORMATION" as may be reasonably necessary for reasons inclusive of, but not limited to, the following:

           ♦    Participation in any telecommunication or electronic clearing network.
           ♦    In compliance with a legal directive.
           ♦    For credit rating by recognised credit scoring agencies.
           ♦    For fraud prevention purposes.

          The USER shall also be liable, upon request by DoP in this regard to present himself or herself in person before the concerned Post Office, when any personal verification is found necessary by Department of Posts.

12. TDS:

          Tax will be deducted at source, if the Customer's interest income in any financial year exceeds threshold amount prescribed. Interest income will be a summation of interest earned and accrued on all Time deposits in the Customer's name as the primary Account holder. DoP at its discretion shall be entitled to deduct Tax at source on interest payable to the Customer on accrual basis or on the basis of actual payment and interchange the same. The rate at which the tax will be deducted will be as per applicable/governing laws. In the event if the Customer requires that no tax is required to be deducted on the interest payable by DoP to him, Customer shall submit such Form as is prescribed by the Income Tax authorities or Income Tax Rules. If the Customer does not submit the prescribed Form for any one of the Time Deposit, DoP shall be entitled to deduct tax on interest on all the Time deposits. 


13. Terms & Conditions changes:

          Department of Posts has the absolute discretion to amend or supplement any of the terms at any time without notice. Changed terms and conditions shall be effective immediately on being circulated in Post offices/updated in website and the USER agrees and shall be deemed to have accepted the changed terms and conditions. DoP may also sub-contract and employ agents to carry out any of its obligations under this contract.

Transferred your confirm Indian Railway Ticket to another member of your family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife.

Chief Reservation Supervisor of important stations are authorized by Railway Administration to permit the change of name of a passenger having a seat or berth reserved in his name in the following circumstances namely :

 (a) Where the passenger is a Government Servant, proceeding on duty and appropriate authority, makes a request in writing 24 hours before the scheduled departure of trains

 (b) Where the passenger makes a request in writing 24 hours before the scheduled departure of the train that the reservation made in his name may be transferred to another member of his family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife.

 (c) Where the passengers are students of a recognized educational institution and the Head of the institution makes a request in writing 48 hours before the scheduled departure of the train, that the reservation made in the name of any student be transferred to any other student of the same institute.

 (d) Where the passengers are members of a marriage party and any person deemed to be Head of such party makes a request in writing 48 hours before the scheduled departure of the train that the reservation made in the name of any member of the marriage party be transferred to any other person.

 (e) Where the passengers are a group of cadets of National Cadet Corps and any officer who is the head of the group, makes a request in writing at least 24 hours before the departure of the train that the reservation made in the name of any cadet be transferred to any other cadet.
 
Such request will be granted only once. Regarding item no. (c), (d) and (e), such request for change in excess of 10% of the total strength of group shall not be granted.

POSTAL APPRAISING SECTION (PAS) , MUMBAI Customs

 
ROLE
In the Foreign Post Office at Mumbai, two departments of the Central Government ie Postal Appraising Section Customs & Mumbai Foreign Post Office function side by side. The role of the Customs Postal Appraising Section Mumbai is to clear consignments that are received through the Postal Channel and are presented by the Mumbai Foreign Post Office (FPO) for Customs clearance. The Postal Appraising Section works from Monday to Saturday except on the second Saturday of each month. Deputy Commissioner of Customs is the in-charge of the Postal Appraising Section. The Postal Appraising Section clears all UNITED STATES POSTAL SERVICES (USPS) packages weighing under 30 Kgs. (whether insured or uninsured), Airmail, Sea Mail, and SURFACE AIR LIFTED (SAL) Mail.
LOCATION
The Office of the Postal Appraising Section is located at the Videsh Dak Bhavan, Ballard Estate Near New Custom House Mumbai 400 001 . The Office of the PAS may be contacted for any queries relating to Customs clearance of consignments that are received through the Postal Channel. JURISDICTION
Mumbai Foreign Post Office has the jurisdiction over the post offices in the Maharashtra circle, Andhra Pradesh up to Hyderabad, Karnatka-Hubli and Dharwad , Goa, Madhya Pradesh and Chhattisgarh. Accordingly, consignments pertaining to the above said jurisdiction only; are Customs Cleared by Postal Appraising Section Mumbai.

PROCEDURE FOLLOWED FOR CLEARANCE BY THE POSTAL APPRAISING SECTION MUMBAI IN RESPECT OF IMPORT CONSIGNMENTS
The Import consignments are classified by the Mumbai Foreign Post Office into two categories viz. 1) Import Packets/ letters (consignments weighing less than 02 kgs). 2) Import Parcels (consignments weighing more than 02 Kgs). Import consignments are received by the Postal Authorities in Bags. These bags are opened and parcels/packets are sorted out by the postal authorities. Only parcels/packets that pertain to the Mumbai F.P.O. Postal jurisdiction as mentioned above are retained at F.P.O for Custom clearance by Postal Appraising Section Mumbai. Import parcels & Import Packets/ Letters are presented to the Postal Appraising Section by Mumbai Foreign Post Office for screening/ sorting respectively. These are the first stages of clearance. The Import parcels & Import Packets/ Letters parcels that are not cleared at the screening./ sorting stage are held back by the postal authorities who then present these parcels to the Customs for clearance, by way of Table Examination (Sheet Assessment) which is the second stage of clearance. During the Table examination (Sheet assessment); the detained Parcels, and the Packets/ Letters that were held back by the postal authorities as mentioned above are examined by the Postal Appraising Section Mumbai at the examination table. At this stage of clearance , if the details such as content of Parcels/Packets/ Letters, nature , importability and value of the goods are found to be in order , the Parcels & Packets/ Letters are released after proper assessment. The rate of duty and the total amount of duty is endorsed on the way bill. At the Table examination (Sheet assessment), in either cases (ie Packets or Parcels /letters); consignments which are not being able to be assessed on the basis of the available documents/data viz., IEC, Invoice etc. or incomplete or vague description or there is suspected mis-declaration of value or contents, or both, or are subject to certain restrictions like No Objection Certificate from other agencies like Asstt. Drug Controller, Wild Life Regional Officer, Plant and Quarantine and Police etc. or are restricted under other statutory requirement; are not cleared during the table examination, and are further detained. In all such cases, a call letter cum Show Cause Memo is issued to the consignee directing them to provide the necessary documents like invoice, payment details IEC etc…or to fulfill the conditions of the restrictions as the case may be. After the receipt of reply/ submission of relevant documents, fulfillment of any condition or obtaining required NOC as the case may be, the Parcels/ Packets/ Letters are released if otherwise in order. Parcels /Packets/ Letters which are found to contain prohibited goods or goods that are in contravention to the laws and procedures for the time being in force, are further detained, and dealt with as per the law.
ASSESSMENT & CLEARANCE
The present practice of assessment and clearance of goods at Postal Appraising Section Mumbai is carried out in the following manner: a) Goods which are meant for personal use are classified under CTH 98.04 and released on payment of duty as applicable. b) Bonafide commercial samples and prototypes imported by post are exempted from Customs Duty, subject to a value limit of Rs. 10,000/- provided the samples are supplied free of cost. Importers having IEC code number can import commercial samples through post without payment of duty up to a value of Rs.1,00,000/- or 15 units in number within a period of 12 months. Samples are cleared as per exemption notification No 154/94- Cus. dated 13/07/94 . c) The goods for personal use sent as personal gift to the recipient, valued less than Rs 10,000/- (FOB) are cleared without payment of duty as per the Notification. 171/93-Cus dated 16.03.93. All other goods, which are not classified under the category (a) (b) and (c) are assessed strictly as per Custom Tariff Act, 1975 existing Foreign Trade Policy and relevant Notification/ Circulars issued by the Board from time to time and it is ensured that the imports is in conformity with all other Allied Acts and Rules. There exits a procedure for Reassessment of the Customs duty levied. In case the consignee feels, that the goods require to be reassessed, the consignee should refrain from accepting the delivery of the consignment from the post office of delivery. Instead, the consignee should send back the consignment to the Postal Appraising Section Mumbai through the Post Master of the delivery Office with a request for reassessment by the Customs. Reassessment of the duty is done on the strength of the documents available: unless physical examination is required. If the consignee fails/refuses to take delivery of the consignment addressed to the consignee after it has been released by the Customs the consignment is returned to the PAS. Such abandoned/unclaimed consignments are then taken over by the Customs. The Customs thereafter will forward such consignments to the Customs warehouse after issuing a Show Cause Notice to the consignee asking the consignee to show cause why the consignments should not be confiscated. However if the consignee does not want to take the delivery of the consignment addressed to the consignee either before or after it has been released by the Customs, the consignee may inform the PAS in writing, to RETURN THE CONSIGNMENT BACK TO THE SENDER.
CLAIMS REGARDING SHORTAGE PILFERAGE, IMPROPER HANDLING, DAMAGE OR DEFECTIVE PACKING
The Postal authorities being custodians of the Import parcels are at all times responsible for the safety, security, and handling and repacking of the contents of the consignments. Therefore, no claim for compensation on account of shortage, pilferage, improper handling, damage or defective packing lies with the Customs. Cabinet proposal soon to constitute 7th Pay Commission

The central government is likely to constitute the 7th Pay Commission for revising the salaries of its over 50 lakh employees before the start of process of next general elections due in May,2014.

 “The Finance Ministry is working out a Cabinet proposal for constitution of the 7th Pay Commission which could be taken up for consideration in the next couple of weeks,” a source said.

 According to information available, the government’s intention to constitute 7th Pay Commission before going for polls is clear as it has made provision of Rs. 3.5 crore in the second supplementary demands for grants in this regard which was approved by Parliament in the just concluded Winter Session.

Earlier in September this year, Finance Minister P. Chidambaram had announced that Prime Minister Manmohan Singh has approved setting up of the 7th Pay Commission.

 According to the announcement, the Commission will be mandated to submit its report in two years time and its recommendations would be implemented from January 1, 2016.

 However, after that announcement, no formal proposal was put up before the Union Cabinet for constitution of the Commission.

 As per the practice, the Commission is headed by a former Supreme Court Judge and its other members would include experts and officials.

 Meanwhile, the government is also believed to have approved fixing minimum pension of Rs.1,000 per month under the Employees’ Pension Scheme 1995 (EPS-95) run by retirement fund  body Employees’ Provident Fund Organisation (EPFO).

The government is also understood to have cleared maximum basic wage ceiling of Rs. 15,000 per month for deduction of Provident Fund from existing Rs. 6,500 per month for private sector workers, in general, covered under schemes run by EPFO.

Rural Postal Life Insurance Policy

For the Rural populace of India the Department of Posts has an insurance scheme called Rural Postal Life Insurance (RPLI). Giving this information in written reply to a question in the Rajya Sabha on 13/12/2013, Shri Kapil Sibal, Minister of Communications and Information Technology, said that following steps have been taken to promote and popularize postal life insurance policy in the rural areas:
(i)            Rural PLI processing work has been decentralized to Divisional level:-  Bringing decision making closer to the common man thereby expediting sanction of loans, revival of lapsed policies and  maturity claims.  This allows contingent needs of the people to be met easily.
(ii)           Facilitating payment of premia through Post Offices anywhere in the country regardless of where the policy was issued without any transfer of policy being required.
(iii)         Facility for payment of premium online through www.epostoffice.gov.in.
(iv)        Opportunity to work as Rural PLI Agent:-  Providing common man, especially  Aanganwadi workers, un-employed youth, Self Help Groups, etc. with additional source of income by engaging them as Direct Agents under Rural Postal Life Insurance Scheme. Incentive structure for RPLI business has been made attractive i.e. 10% of premium in the first year and subsequently 2.5% of premium income till policy lasts.
(v)           Higher Sum Assured:-  For providing opportunity for financial security in line with increasing requirements of the people, the maximum sum assured limit has been raised  for RPLI from Rs. 3 lacs to Rs. 5 lacs
(vi)         A Toll free number (18001805232/ 155232) has been operationalized and publicized for inquiries and grievance settlement. People from anywhere in the country can call and get their problems settled.
(vii)        Training to Rural PLI marketing staff i.e. GDS staff, Direct Agents and Departmental employees is being imparted to improve their marketing skills.
(viii)      Facility of Payment of outstanding premia of policy on installments basis.
(ix)         Technology/IT initiative:-  The technological initiatives being undertaken for Rural Postal Life Insurance are :
(a)              Development of Centralized software for improved after sales service for all RPLI customers.
(b)             Development of Web and mobile portal for customers to allow seamless issue of insurance policies and making online payments under Financial Services Integration plan of the Department.
(c)              Call centre for handling customer services.
(d)             Real time updating of premium payments.
(e)              Centralized monitoring of grievances.
(f)            Setting up of 809 Central Processing Centres (CPCs) at all Head Post Offices in the country for providing single window for handling of insurance proposals, service requests and claims for RPLI customers.

The Department of Posts, Government of India and Wall Street Exchange Centre LLC, a subsidiary of the UAE Post Group have signed agreement for electronic money transfer on the International Financial System (IFS) platform of the Universal Postal Union (UPU). Giving this information in written reply to a question in the Rajya Sabha on 13/12/2013, Shri Kapil Sibal, Minister of Communications and Information Technology, said that the beneficiary can take payment at any of the designated 17, 500 post offices in the country on eMO network.

"While considenng the proposal for inter cadre transfer of Shri Govind Jaiswal,  IAS(NL:2007), the Appointments Committee of Cabinet has approved that the cases where the couple officers belong to two different services, out of which one is IAS, would be processed in the Department of Personnel & Training in the first instance. Similarly the cases where the couple officers belong to IPS and IFS, would be considered in the Ministry of Home Affairs in the first instance".
 
2. It is requested that while processing the cases for Inter cadre transfer of All India Service Officers on grounds of marriage, the same may be processed in accordance with the direction of ACC, as above.

FAQ issued by RBI on Payment of Pension to Government Pensioners

Scheme for Payment of Pension to Government Pensioners by Authorised Banks
 
Reserve Bank of India (the Bank) oversees disbursement of pension by its agency banks in respect of all Central Government Departments and some State Governments. In the process, it receives queries/ complaints from pensioners in regard to fixation, calculation and payment of pension including revision of pension/ Dearness Relief, transfer of pension account from one bank branch to another, etc. We have analysed the queries/ complaints, and put them in the form of answers to these Frequently Asked Questions. It is hoped that these will cover most of the queries/ doubts in the minds of pensioners.
 
1. Can the pensioner draw his/ her pension through a bank branch?
Yes. Even the Government employees earlier drawing their pension from a treasury or from a post office have the option to draw their pension from the authorized bank’s branches.
 
2. Who is the pension sanctioning authority?
The Ministry/ Department /Office where the Government servant last served is the pension sanctioning authority. The pension fixation is made by such authority for the first time and thereafter the refixation of pay, if any, is done by the pension paying bank based on the instructions from the concerned Central/ State Government authority.
 
3. Is it necessary for the pensioner to open a separate pension account for the purpose of crediting his/ her pension in authorized bank?
The pensioner is not required to open a separate pension account. The pension can be credited to his/her existing savings/ current account maintained with the branch selected by the pensioner.
 
4. Can a pensioner open a Joint Account with his/ her spouse?
Yes. All pensioners of the Central Government Pensioners and those State Governments which have accepted such arrangement can open Joint Account with their spouses.
 
5. Whether Joint Account of the pensioner with spouse can be operated either by ''Former or Survivor" or "Either or Survivor".

6. What is the minimum balance required to be maintained in the pension account maintained with the banks?
RBI has not stipulated any minimum balance to be maintained in pension accounts by the pensioners. Individual banks have framed their own rules in this regard. However, some banks have also permitted zero balance in the pensioners’ accounts.
 
7. Who sends the Pension Payment Orders (PPOs) to the authorized bank branch?
The concerned pension sanctioning authorities in the Ministries /Departments/ State Governments forward the PPOs to bank branches wherefrom the pensioner desires to draw his/her pension. However, on implementation of CPPCs, pension sanctioning authorities have gradually started sending PPOs to the CPPC of the bank instead of bank branch.
 
8. When is the pension credited to the pensioner's account by the
 paying branch?
The disbursement of pension by the paying branch is spread over the last four working days of the month depending on the convenience of the pension paying branch except for the month of March when the pension is credited on or after the first working day of April.
 
9. Can a pensioner transfer his/ her pension account from one branch to another branch of the same bank or to the branch of another bank?
(a) Pensioner can transfer his/ her pension account from one branch to another branch of the same bank within the same centre or at a different centre;
(b) He/ She can transfer his/ her account from one authorized bank to another within the same centre (such transfers to be allowed only once in a year);
(c) He/ She can also transfer his/ her account from one authorized bank to another authorized bank at a different centre.
 
10. What is the procedure for payment of pension in the case of the transfer of PPO to another branch or bank, as the case may be?
Pension will be paid for three months on the basis of the photocopy of the pensioner’s PPO at the transferee (new) branch from the date of the last payment made at the transferor (old) branch. Both the branches (old and new) are required to ensure that all the required documents are received by the transferee branch within these three months.
 
11. Is it necessary for the pensioner to be present at the branch of the bank along with documents for the purpose of identification before commencement of pension?
Yes. Before the commencement of pension, a pensioner has to be present at the paying branch for the purpose of identification. The paying branch shall obtain the specimen signatures or the thumb/toe impression from the pensioner.
 
12. What is the procedure to be followed by the bank branch if the pensioner is handicapped /incapacitated and is not in a position to be present at the paying branch?
If the pensioner is physically handicapped/incapacitated and unable to be present at the branch, the requirement of personal appearance is waived. In such cases, the bank official visits the pensioner’s residence/hospital for the purpose of identification and obtaining specimen signature or thumb/toe impression.
 
13. Has the pensioner got right to retain half portion of the PPO for record and to get it updated from paying branch whenever there is a change in the quantum of pension due to revision in basic pension, dearness relief, etc.?
Yes. The pensioner has right to retain half portion of the PPO for record and whenever there is a revision in the basic pension/Dearness Relief (DR), etc. the paying branch has to call for the pensioner's half of the PPO and record thereon the changes according to government orders/notifications and return the same to the pensioner.
 
14. Whether the paying branch has to maintain a detailed record of pension payments made by it in the prescribed form?
Yes. The pension paying branch is required to maintain a detailed record of pension payments made by it from time to time in the prescribed form duly authenticated by the authorized officer.
 
15. Can the pension paying bank recover the excess amount credited to the pensioner’s account?
Yes. The paying branch before commencement of pension obtains an undertaking from the pensioner in the prescribed form for this purpose and, therefore, can recover the excess payment made to the pensioner's account due to delay in receipt of any material information or due to any bonafide error. The bank also has the right to recover the excess amount of pension credited to the deceased pensioner’s account from his/her legal heirs/nominees.
 
16. Is it compulsory for a pensioner to furnish a Life Certificate/Non-Employment Certificate or Employment Certificate to the bank in the month of November?
Yes. The pensioner is required to furnish a Life Certificate/Non – Employment Certificate or Employment Certificate to the bank in the month of November every year. However, in case a pensioner is unable to obtain a Life Certificate from an authorized bank officer on account of serious illness / incapacitation, the bank official will visit his/her residence/ hospital for the purpose of  recording the life certificate.
 
17. Can a pensioner be allowed to operate his/ her account by the holder of Power of Attorney?
The account is not allowed to be operated by a holder of Power of Attorney. However, the cheque book facility and acceptance of  standing instructions for transfer of funds from the account is permissible.
 
18. Who is responsible for deduction of Income Tax at source from pension payment?
The pension paying bank is responsible for deduction of Income Tax from pension amount in accordance with the rates prescribed by the Income Tax authorities from time to time. While deducting such tax from the pension amount, the paying bank will also allow deductions on account of relief to the pensioner available under the Income Tax Act. The paying branch, in April each year, will also issue to the pensioner a certificate of tax deduction as per the prescribed form. If the pensioner is not liable to pay Income Tax, he should furnish to the pension paying branch, a declaration to that effect in the prescribed form (15 H).
 
19. Can old, sick physically handicapped pensioner who is unable to sign, open pension account or withdraw his/ her pension from the pension account?
A pensioner, who is old, sick or lost both his/her hands and, therefore, cannot sign, can put any mark or thumb/ toe impression on the form for opening of pension account. While withdrawing the pension amount he/she can put thumb/toe impression on the cheque/withdrawal form and it should be identified by two independent witnesses known to the bank one of whom should be a bank official.
 
20. Can a pensioner withdraw pension from his/ her account when he/she is not able to sign or put thumb/toe impression or unable to be present in the bank?
In such cases, a pensioner can put any mark or impression on the cheque/ withdrawal form and may indicate to the bank as to who would withdraw pension amount from the bank on the basis of cheque/withdrawal form. Such a person should be identified by two independent witnesses. The person who is actually drawing the money from the bank should be asked to furnish his/her specimen signature to the bank.
 
21. When does the family pension commence?
The family pension commences after the death of the pensioner. The family pension is payable to the person indicated in the PPO on receipt of a death certificate and application from the nominee.
 
22. How the payment of Dearness Relief at revised rate is to be paid to the pensioners?
Whenever any additional relief on pension/family pension is sanctioned by the Government, the same is intimated to the agency banks for issuing suitable instructions to their pension paying branches for payment of relief at the revised rates to the pensioners without any delay. The orders issued by Government Departments are also hosted on their websites and banks have been advised to watch the latest instructions on the website and act accordingly without waiting for any further orders from RBI in this regard.
 
23. Can pensioners get pension slips?
Yes. As decided by the Central Government (Civil, Defence & Railways), pension paying banks have been advised to issue pension slips to the pensioners in prescribed form when the pension is paid for the first time and thereafter whenever there is a change in quantum of pension due to revision in basic pension or revision in Dearness Relief.
 
24. Which authority the pensioner should approach for redressal of his/ her grievances?
A pensioner can initially approach the concerned Branch Manager and, thereafter, the Head Office of the concerned bank for redressal of his/her complaint. They can also approach the Banking Ombudsman of the concerned State in terms of Banking Ombudsman Scheme 2006 of the Reserve Bank of India (details available at the Bank’s website www.rbi.org.in) This is applicable only in respect of complaints relating to services rendered by banks. For other issues, the complainant will have to approach the respective pension sanctioning authority.
 
25. Where can a pensioner get information about the changes in the pension/ Dearness Relief or any pension related issue?
The pensioner can visit the Official Website of the concerned Government Department as also Reserve Bank of India Website (www.rbi.org.in) to get the information about pension related issues.
 
26.  Whether a pensioner is entitled for any compensation from the agency banks for delayed credit of pension/ arrears of pension?
Yes. A Pensioner is entitled for compensation for delayed credit of pension/arrears thereof at the fixed rate 8% and the same would be credited to the pensioner's account automatically by the bank on the same day when the bank affords delayed credit of such pension / arrears etc without any claim from the pensioner.
